UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and utilising savings to weather increasing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in southeast England announced its property management strategy featured the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils recently also found local finances being strained by the increasing figures of children and adults requiring special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
